The RSE Education Committee has responded to the Scottish Government’s consultation on a future approach to funding schools as part of its reform of school governance in Scotland. The RSE is concerned at the lack of reference to the way in which the Government’s proposals will reduce the autonomy of local authorities. The RSE is of the view that local authorities should retain the capacity to determine overall council spending priorities in accordance of their views of the needs of their communities. However, the current operation of Devolved School Management (DSM) schemes mean that the expenditure under the control of individual schools is disappointingly small. In line with improving DSM, consideration should be given to delegating an increasing proportion of councils’ central expenditure on education to school level.
